Act as Small Business Officer, manage and build a robust supplier diversity/small business program for Qwest Government Services, Inc.

Job Description

Proactively identify, utilize and develop small and diverse businesses that have the capacity to provide goods and services procured by QGSI
Provide inclusive and cross functional involvement to improve company performance in providing opportunities to diverse /small businesses to meet the subcontracting goals of the federal government
Leverage the supplier diversity/small business program to build support from internal stakeholders identifying key opportunities to add value to QGSI's value proposition to its federal customers
Develop and execute strategies, goals, measurements, tactics, and communications for supplier diversity/small business initiatives that align with the broader organizational goals of QGSI
Function as advocate for supplier diversity/small business and provide consultative advice on federal subcontracting legislation and regulatory compliance that impact QGSI's business strategies
Monitor subcontracting goals and communicate results to internal business units
Assist with the implementation of and provide administration for QGSI's supplier management tool (iSupplier/iProcurement)
Minimize QGSI's financial exposure and risk to its small business teaming partners
Establish and maintain supplier scorecards to provide performance metrics for QGSI suppliers
Evaluate the need for Master Service Agreements with suppliers providing goods/services to multiple QGSI programs
Review bid solicitations and proposals to enhance diverse/small business utilization and participation
Interface with all departments to educate internal constituents about the strategic value associated with small business utilization
Provide consultation and gap analysis for subcontracting plan compliance in direct bids for federal contracts
Assist and mentor the supplier base in doing business with QGSI
Provide small business support and vendor relations assistance to QGSI's Mentor-Protégé Program
Create appropriate recognition awards to recognize both internal associates and suppliers that help QGSI's supplier diversity/small business program succeed
Effectively and visibly represent QGSI in relevant industry groups, professional organizations and government representatives and supplier diversity advocacy groups to demonstrate the company's commitment to work with and build the capacity of diverse/small businesses

Qualifications

A minimum of 10 years experience in a large corporate business environment with specific skills to execute the following:
Management of webpage, supplier registration and database including certification and verification processes
Development of strategic third party relationships and subsequent transaction negotiation
Program analysis and program implications
Demonstrated skills which include strong written and oral communication, resource management, problem solving, process improvement, conflict resolution, leadership, motivation, systems and process development, administration and change management
Ability to work under pressure and meet critical deadlines
Effective interpersonal skills to work with all levels of QGSI and suppliers
Strategic, innovative thinker able to work with minimal supervision
Excellent organizational skills and follow up skills
Knowledge of federal procurement and subcontracts in addition to strategic sourcing and supply chain management
Certification in purchasing or contracting field is highly desired

Bachelors or Equivalent in Business
